However, it is logically valid to identify some established testing methedology as superior to others in terms of effectiveness and accuracy.
Personally, experience has convinced me that the widely popular American TOEFL test is very reflective of a person's ability to engage in everyday conversations in an English-speaking environment. On the other hand, the British IELTS test is more reflective of a scholar's performance in academic situations such as higher education institutions. Comparatively, the Chinese CET-4 and CET-6 tests are much more formulae and significantly less adaptive to linguistic changes over time to the English language itself. It is also less tolerant to race/culture-specific expression habits and/or slangs, however this is less of an issue due to the target audience of such tests being mostly Chinese.
But I digress. Again, from my experience of being an active member in a bilingual international school, I am confident to state that TOEFL is an effective means of evaluating a person's general English ability. A score of greater than 100 is good proof of someone's full ability to live independently in an English speaking locale, and a score of greater than 110 shows that the certificate bearer closely matches a native English speaker it his or her ability to engage in nearly all kinds of activities using the language.
While the ability to produce the paragraphs you have just seen shows that the user is capable of attaining a score very close to the full mark of 120 in the TOEFL exam. By the way, I got 116.

满分120分的试卷及格线为72分啊，所以我还没有那么危险。(自我安慰？)
不过中考的时候我科学考了183分啊（这次题目真的比较深。。。）
