想用Creative Commons Attribution-NonCommercial-ShareAlike 3.0 Unported License来开源一个服务器插件项目但是我从来没见过用cc开源代码的，都是文章之类的
请问这个到底能不能这么用？

可以但是不建议 ...
只开源就行
开源不等于「可见源代码」。
几乎所有在社区中有广泛认同的开源许可证都是允许商业使用的。

那你想说的是「可见源代码」而不是「开源」。「开源」是一个有相对严格的定义的词。
